Expertise

Jacqui is one of the most experienced projects lawyers in the UK, with over 20 years' experience handling complex projects, and acts for clients in the public and private sectors, as well as financial institutions. She specialises in social and economic infrastructure projects and has been involved in private finance initiatives (PFI) and public-private partnerships (PPP) since their inception.

Jacqui has advised on and led many prestigious PFI/PPP transactions across all sectors including health, defence, education, roads, highways maintenance and street lighting (where she drafted the model contract), and waste.

Jacqui's background in construction enables her to deliver specialist advice in the sector. She is particularly valued by her clients for her commercial outlook and ability to close large and complex projects.

She was seconded to HM Treasury for six months working, in particular, on Public Finance 2 (PF2) and the operational savings review of existing PFI projects.

Experience

Reading University student accommodation project

She acted for the University Partnerships Programme on this highly complex deal where the University awarded a 125-year contract for the management and provision of 4,170 student rooms (the entire stock).

Royal Liverpool & Broadgreen University Hospitals NHS Trust

Jacqui acted for the NHS Trust on a £500 million project for the renewal and redevelopment of the Royal Liverpool Hospital and continues to act in relation to the many issues arising from this complex project as well as other projects connected with reconfiguration of the site.

Ministry of Defence

Jacqui advised on the unique and complex Royal School of Military Engineering Project, a training-based project with no senior funder which also included the development and rationalisation of 11 MOD sites.

Semperian

Jacqui works with Semperian on a regular basis in connection wit their portfolio of projects. She also advised on the sale of 12 FM contracts in their portfolio which involved review of project agreements and sub-contracts dating back to the pre-standardisation of PFI and drafting new contracts which reflected the current market.

Barnet and Enfield

Acted for both London Boroughs of Barnet and Enfield in connection with their jointly procured PFI street lighting project, which necessitated bespoke drafting in connection with re-pricing on termination of one contract.

Kirklees, Liverpool & Wirral Schools and Aberdeen

Acted for the private sector on Kirklees, Liverpool and Wirral Schools - all complex bundled school projects pre the BSF programme and Aberdeen 3s Batched Schools project.
