Mike is the Head of the firm's Manchester office and also heads the firm's health sector focus team.

With 30 years' experience in the field, Mike is recognised as a leading expert on public-private and project finance transactions, working for a wide range of public sector procuring bodies, private sector sponsors and funders with a particular emphasis on health, inward investment, regeneration, rail infrastructure and waste projects. His work in this field ranges from governance, procurement and state aid advice, contractual structuring of complex capital and revenue projects through to representing consortia of sponsor groups, subcontract arrangements, refinancings and project financings.


Mike has advised:

  • Northumbria Healthcare NHS Foundation Trust on the ground breaking termination of its acute hospital private finance initiative scheme at HexhamNHSI on the demerger of Liverpool Community NHS Trust
  • a NHS Foundation Trust on the first private placement in the capital markets for an NHS Trust
  • on alternative delivery vehicles at Northumbria, Clatterbridge, North Tees, York, Royal Free London and Salisbury
  • the NHS North of England on a scheme of 25 transforming community service agreements transferring community services to provider bodies
  • Derby NHS Foundation Trust and Burton NHS Foundation Trust on their merger
  • a range of private operators in their contracting arrangements with the NHS.

Mike has advised:

  • The Department for Transport (DfT) on the franchise competition for West Coast Main Line (2015)
  • The DfT on the direct award of the InterCity West Coast rail franchise in 2014 to Virgin Trains
  • Transport for Greater Manchester on a highways shared services initiative

Mike has:

  • advised sponsors Global Renewables and Bovis Lend Lease on the £330 million Lancashire Waste Project
  • led a team which  advised the senior funders – on the complex £750 million Greater Manchester Waste Project
Inward investment

Mike has advised:

  • Tees Valley Combined Authority and South Tees Development Corporation on the redevelopment and regeneration of the former steel works at Redcar
  • Beijing Construction & Engineering Group (BCEG) on its joint venture with Ryan Giggs, Gary Neville and Rowsley Limited at the £150 million hotel scheme and St Michael's Manchester
  • BCEG on its participation in the joint venture at Manchester Airport City
  • Manchester City Council on its £1 billion joint venture with Abu Dhabi United Group to develop private rented schemes in Manchester
Regeneration and Council Investments

Mike has advised:

  • Trafford Council on the UA92 education initiative involving Bruntwood, Gary Neville, Ryan Giggs and the University of Lancashire
  • The Greater Manchester Combined Authority on the establishment of the Evergreen 2 Regeneration Fund for the North West of England, including various investments made by the Evergreen Fund 
  • Warrington Council on its equity investment in Redwood Bank
  • on various loan investments made by the Evergreen Fund to developers in the Greater Manchester area
  • on the establishment of a bio-campus regeneration scheme at the MediPark in South Manchester.
