Rob is a Legal Director in our Infrastructure, Projects and Energy (IPE) Group team with over 11 years’ experience of advising on energy, infrastructure, and public-private partnership projects. Rob's work spans a range of sectors, with particular focus on energy, waste, health, transport and economic infrastructure.

He has a reputation as a go-to lawyer for novel and complex contracts and procurements, with experience of project finance, major capital projects, complex outsourcings and international projects. His work for central government bodies is testament to that.

For example, since 2011, Rob has been leading Addleshaw Goddard's day-to-day advice to Femern A/S (a subsidiary of the Danish Ministry of Transport) on its procurement of a €6 billion road and rail tunnel between Denmark and Germany. He is also AG's account manager for the firm's National Grid relationship.

Energy and utilities
  • A major supermarket on green gas supply arrangements, involving supply of green gas via the National Grid
  • MITIE in relation to its contracts with Waitrose for MITIE to build and operate biomass fuelled energy centres at a number of Waitrose stores
  • Manchester City Council on a variation to its street lighting private finance initiative (PFI) project to retrofit its street lights with energy efficient LEDs
  • SSE on a number of transactions across the business, including in relation to street lighting, IT and outsourcing, and the £1 billion Peterhead Carbon Capture and Storage project
  • Cheshire East Council on its innovative partnership with OVO Energy in relation to energy supply to domestic and business customers under the Fairer Power brand
  • Wolseley on its entire Green Deal and Energy Companies Obligation (ECO) offering – including setting up and being registered as a Green Deal Provider and participation in the ECO auction process
  • Hull City Council on procurement of an energy services partner for five years
  • United Utilities on its £1 billion AMP6 framework, procured under the negotiated procedure
Local authorities
  • Cheshire West and Chester Council in relation to its eight-year procurement of a residual waste treatment contract, and operational issues on its household waste and recycling centre (HWRC) and waste collection contracts
  • Trafford Borough Council on a pathfinder £235 million outsourcing of services, including taking the lead on the full suite of procurement and contract documents, and leading the legal negotiations with bidders
  • Manchester City Council on a variation to its street lighting PFI project to retrofit its street lights with energy efficient LEDs
Waste
  • The Green Investment Bank, European Investment Bank and four other lenders to Skanska's consortium in relation to the Bradford and Calderdale Waste Treatment PFI project (capital expenditure circa £200 million)
  • A club of banks funding Shanks/SSE in relation to the Barnsley Doncaster Rotherham Waste Partnership project – Rob led the AG team on this complex project which will involve supply of fuel to the new £300 million Ferrybridge Multifuel power plant
  • The Skanska and Cory joint venture (JV) in relation to its bid for the Essex Waste Partnership PFI project, and Skanska concerning its bid for the LondonWaste North London PPP project
  • United Utilities and JV partners (including Laing, Interserve, Shanks and Galliford Try) on bids for the Derby and Derbyshire, Cheshire, South Tyneside, Merseyside and Leeds waste PPP/PFI projects
  • Cheshire West and Chester Council in relation to its eight-year procurement of a residual waste treatment contract, and operational issues on its HWRC and waste collection contracts
  • London Waste and Recycling Board on various matters relating to waste infrastructure across London

  • Department for Transport on the upcoming franchise competition for the West Coast Main Line

  • Femern A/S (a subsidiary of the Danish Ministry of Transport) on its procurement of a €6 billion tunnel between Denmark and Germany including drafting the contracts and tender documents on six separate procurements under the negotiated and competitive dialogue procedures

  • Beijing Construction & Engineering Group on its JV with Ryan Giggs, Gary Neville and Rowsley Ltd on the £150 million Jacksons Row development scheme

  • Bouygues on the Waltham Forest Building Schools for the Future (BSF) and Westminster BSF projects

Health

  • The Department of Health (DH) on the Positron Emission Tomography (PET) and Computerised Tomography (CT) North and South procurements, including six months on secondment with the DH independent sector treatments centres (ISTC) team, advising in relation to the Phase 2 Diagnostics programme
  • DH on a number of ISTC contracts, acting as project lead on a number of projects which reached a successful completion, including LP7 Dorset & Somerset, GC6 Southend and GC7 London
  • NHS South West as advisor on the Home Oxygen Services procurement, a centrally supported procurement for a grouping of more than ten primary care trusts in the South West of England
  • Semperian on variations of the Hereford Hospitals PFI arrangements
  • Northumbria Healthcare NHS Foundation Trust on a VAT and estate efficiency scheme in relation to the planned £100 million emergency care centre at Cramlington
