Paul is a Partner in the energy and utilities team, advising on a broad spectrum of matters within the energy, utilities and waste sectors. He specialises in energy regulation and infrastructure projects advising on the development of renewable generation installations (windfarms, biomass, marine), waste (anaerobic digestion, merchant and public-private partnership waste treatment facilities), and regulation of water, electricity and gas in Great Britain and Northern Ireland.

- Advising Tidal Generation Ltd on alliance arrangements and equipment procurement
- Advising the Northern Ireland Renewables Industry Group, the combined utilities regulator for Northern Ireland, and Ofwat, the economic regulator of the water sector in England and Wales, on a variety of matters, including the set-up of the gas storage licence regime in Northern Ireland
