Expertise
Boris is a Partner and Head of Energy Law Germany in Addleshaw Goddard’s Berlin office. He is a lawyer, mediator and arbitrator with more than 25 years of experience in the energy sector.
He advises on German and European energy law, energy regulatory and energy antitrust law as well as renewable energy law. In these areas, he also acts extensively in litigation and arbitration, both as counsel and as arbitrator (DIS and ad hoc). His clients include German and international utilities, industrial and mid‑sized companies, network operators, generation and trading companies, as well as German government authorities and municipalities.
Boris has deep expertise in all aspects of the energy transition and decarbonisation of heat supply. His current advisory focus includes regulatory proceedings before the German Federal Network Agency (BNetzA) and grid connection matters—particularly relating to battery storage systems and data centres. He also advises clients on onsite energy solutions, such as structuring power supply arrangements through PPAs, integrating renewable generation assets and establishing closed distribution networks. In district heating, he advises on pricing, concession agreements and abuse‑of‑dominance proceedings. He has longstanding experience in generation projects of all sizes and advises core network operators, suppliers and customers on Germany’s hydrogen expansion.
Boris serves on the Scientific Advisory Board of the Institute for Energy Law (EWIR) at the University of Cologne and is Co‑Head of the German IBA SEERIL (Section on Energy, Environment, Natural Resources and Infrastructure Law).
He is the founder and co‑editor of the Beck‑Online news service “EnergieKlima Aktuell” (EnK‑Aktuell) and a member of the scientific advisory boards of the journals Energierecht (ER) and Recht der Energiewirtschaft (RdE). He publishes regularly in leading legal and trade journals, including the annual overview of energy law in NJW. In EuZW, he provides commentary on decisions of the European courts in energy law. He is also the author of several specialist books on key topics in energy law and contributes to the Berliner Kommentar.
For many years, Boris has been recognised in leading directories as a top advisor in energy and energy regulatory law, including the JUVE Handbook of Commercial Law Firms, Chambers Europe and Chambers Germany (each Band 2), and Handelsblatt/Best Lawyers, where he has been listed for energy and regulatory law for 17 consecutive years.
Before qualifying as a lawyer, he worked as a research assistant at the Institute for German and International Mining and Energy Law at TU Clausthal. He studied law and economics and received his doctorate in 1998 from the University of Göttingen with a thesis on concession fees and concession agreements. He also completed an extended period of study at Northwestern University in Chicago.

Boris studied law and business administration in Bayreuth and Göttingen and won a scholarship for legal studies at Northwestern University, Chicago.
