Tomasz is a Polish-qualified lawyer, specializing in infrastructure, public procurement and PPP matters. He advises on all aspects of public procurement law at every stage of the procurement process, representing both contractors and contracting authorities. He represents clients before the National Appeals Chamber and in proceedings before common courts.

He provides legal support for complex infrastructure and investment projects, including drafting and reviewing contracts, as well as preparing legal opinions. Tomasz has experience across a range of sectors, including major public investment projects.

Tomasz's experience includes:

Urbaser: comprehensive procurement advice in a PPP project to construct a Waste-to-Energy Facility in Olsztyn, financing the capital expenditure and infrastructure management, at the procedure stage and in subsequent contract implementation.
Urząd Miasta Krakowa / Ministerstwo Rozwoju: procurement advice for the Ministry of Development and the City of Krakow in a project implemented in the form of a public-private partnership for “Construction of Krakow Fast Tram Line, stage IV”.
Astaldi SpA / Termomeccanica Ecologia SpA / TIRU: comprehensive advice in PPP procedure for the construction and operation of the incineration plant in Gdańsk entitled "Waste management system for the Tri-City metropolitan area" including advisory in the competitive dialogue, analysis of contracts, representation in proceedings before the National Appeal Chamber and ordinary courts. We obtained two National Appeal Chamber judgments and two judgments from the regional court in Gdańsk that were favourable for the client.
Termomeccanica Ecologia SpA: advising in an open utility contract award procedure for “Construction of Line Two of the Incineration Plant with Energy Recovery in Rzeszów” conducted by PGE Energia Ciepła S.A., including client representation in an appeal procedure before the National Appeal Chamber.
