Katarzyna is a Polish-qualified lawyer, with nearly 20 years of experience in public procurement law, advising on complex infrastructure and energy projects.

She has extensive experience in public procurement and the delivery of complex investment projects, including public-private partnerships and concessions, with a particular focus on cross-border aspects. She advises on structuring large-scale projects involving the public sector and supports both public and private clients at all stages of procurement procedures, including pre-qualification, tendering and contract execution, as well as in appeal proceedings before the National Appeal Chamber.

Her experience spans a range of sectors, including construction, energy, defence, environmental protection and healthcare, and includes some of the most complex investment projects on the Polish market. She has significant international experience, including working for law firms in Spain, and regularly supports foreign investors entering the Polish and wider CEE markets, in particular from Spanish-speaking and Asian jurisdictions.

Katarzyna's experience includes:

  • Operator gazociągów przesyłowych gaz-system: comprehensive procurement advice on a strategic infrastructure project which was aimed at creating a new gas supply corridor on the European market (Baltic Pipe). The Baltic Pipe enables the transmission of gas directly from fields located in Norway to the markets in Denmark and Poland, as well as to customers in the neighbouring countries of Central and Eastern Europe. The public procurement team supported Gaz-System at all stages of the proceedings for construction and assembly works and for the production and supply of pipes for the Polish section of the Baltic Pipe.
  • Operator gazociągów przesyłowych gaz-system: legal support in the process of drafting regulations for preparing and conducting public procurement procedures to implement the gas transmission system operator’s programme of constructing a floating LNG terminal (FSRU) in the Gulf of Gdansk and further procurement advice on the project.
  • Operator gazociągów przesyłowych gaz-system: procurement advice in procedures concerning the implementation of the FSRU construction programme
  • URBASER: comprehensive procurement advice in a PPP project to construct a Waste-to-Energy Facility in Olsztyn, financing the capital expenditure and infrastructure management, at the procedure stage and in subsequent contract implementation. This is one of the key infrastructural investments for the residents of Olsztyn. The contract covers 25 years of operation and the facility also operates as an incineration plant for municipal waste from the Warmińsko-Mazurskie Voivodship. Olsztyn's district heating system will gain energy-efficient status.
  • Vidal y asociados estudio de arquitectura: advice in a competitive dialogue utilities contract award procedure for “Selection of the Master Architect for Centralny Port Komunikacyjny sp. z o.o. (Solidarity Transport Hub Poland)” conducted by Centralny Port Komunikacyjny sp. z o.o., including advice at the stage of the pre-tender procedure in the form of market consultations to obtain information necessary to launch the official procedure, advice at the competitive dialogue stage and support in preparing and submitting a tender.
  • Budimex: advisory services in public procurement proceedings conducted by the gas transmission operator GAZ-SYSTEM under the name “Construction of the Lwówek Gas Compressor Station. Stage I”, including representation in appeal proceedings before the National Appeal Chamber.
  • Indra Sistemas: advice in a public procurement procedure conducted by the Armaments Agency entitled "Supply of 15 airport surveillance radar systems", including representation in appeal proceedings before the National Appeal Chamber and procurement advisory services on the implementation stage of the project.
  • City Bike Global: advice in a competitive dialogue procurement procedure for “Start-up, management and operation of the metropolitan bicycle scheme” conducted by Stowarzyszenie Obszar Metropolitalny Gdańsk-Gdynia-Sopot, including analysis of the procedure documentation, analysis and preparation of arguments in favour of admissibility of a subjective change that occurred during the procedure, preparation of formal documents, and client representation in an appeal procedure before the National Appeal Chamber (concluded with a ruling in favour of the client) and support at contract signing and client support at the contract implementation stage.
  • Aldesa: legal advice in the course of a public procurement procedure conducted by the Latvian company SIA “Eiropas dzelzcela linijas” as a competitive procedure with negotiation for “Rail Baltica mainline construction in Latvia”, including analysis of the procedure documentation (ToR, draft contract) and contractual risks, and support upon submitting a tender. We advised a consortium of ALDESA CONSTRUCCIONES S.A. (consortium leader), China Civil Engineering Construction Corporation and LLC “TEK Baltic”. A project governed by Latvian law and implemented in cooperation with the Latvian law firm Cobalt.
  • PGE: advice in an open tender procedure conducted by the client entitled “Implementation of central CRM and Billing systems" for the implementation of an IT solution to unify how key business processes at PGE Dystrybucja S.A. and PGE Obrót S.A. are handled, including a review of the procedure method, preparation of procedure documentation and a draft contract, participation in the tender committee's work, drawing up legal opinions and representation in an appeal before the National Appeal Chamber.
  • DSV Air&Sea: advice in a restricted public contract award procedure for “Conclusion of a framework agreement for provision of a road transport service for the needs of the Polish Armed Forces” conducted by the State Treasury - First Regional Logistics Base in Wałcz, including client representation in an appeal procedure before the National Appeal Chamber.
  • PKP Intercity: advice in a competitive dialogue procurement procedure for the “Supply of 38 seven-car push-pull double-decker train units together with 45 multi-system locomotives and the provision of maintenance services for the multi-system locomotives”, including representation of the contracting authority in an appeal procedure before the National Appeal Chamber.
