Michał is a Polish-qualified lawyer with experience in public procurement law, advising on complex infrastructure and energy projects.

He supports public and private clients at all stages of procurement procedures, including tender preparation, contract review and appeal proceedings before the National Appeal Chamber. His experience includes work on large-scale infrastructure and utilities projects, including those conducted under the utilities regime.

He has been involved in a range of complex public procurement matters, including competitive dialogue procedures and projects requiring detailed analysis of tender documentation and contractual risk, as well as the preparation of legal arguments and representation in appeal proceedings. He also advises on regulatory aspects of procurement procedures, including EU law requirements.

City bike global: advice in a competitive dialogue procurement procedure for “Start-up, management and operation of the metropolitan bicycle scheme” conducted by Stowarzyszenie Obszar Metropolitalny Gdańsk-Gdynia-Sopot, including analysis of the procedure documentation, analysis and preparation of arguments in favour of admissibility of a subjective change that occurred during the procedure, preparation of formal documents, and client representation in an appeal procedure before the National Appeal Chamber (concluded with a ruling in favour of the client) and support at contract signing and client support at the contract implementation stage.
Vidal y asociados estudio de arquitectura: advice in a competitive dialogue utilities contract award procedure for “Selection of the Master Architect for Centralny Port Komunikacyjny sp. z o.o. (Solidarity Transport Hub Poland)” conducted by Centralny Port Komunikacyjny sp. z o.o., including advice at the stage of the pre-tender procedure in the form of market consultations to obtain information necessary to launch the official procedure, advice at the competitive dialogue stage and support in preparing and submitting a tender.
Indra sistemas: advice in a public procurement procedure conducted by the Armaments Agency entitled "Supply of 15 airport surveillance radar systems", including representation in appeal proceedings before the National Appeal Chamber and procurement advisory services on the implementation stage of the project.
Aldesa: preparation of guidelines concerning Regulation (EU) 2022/2560 on foreign subsidies and Implementing Regulation 2023/1441/EU on detailed arrangements for the conduct of proceedings by the Commission pursuant to Regulation 2022/2560/EU.
