Joe is a dedicated Transport lawyer. He has over 12 years’ experience supporting and advising both public sector and private sector clients on a variety of legal, commercial and regulatory issues in the transport and mass transit space including advising clients in, and originating from, jurisdictions outside the UK.
He specialises in advising on high value and complex projects in the rail industry and has significant experience of advising on the procurement and leasing of new rolling stock, rolling stock modification projects, light and heavy rail franchising and concession bids, transfer schemes and in life management as well as a variety of general commercial and operational matters in the wider transport sector.

Joe’s relevant experience includes advising:
- Stadler on competitive procurements, bidding for and implementing the manufacture, supply and maintenance arrangements for new rolling stock operated on various heavy rail and light rail systems in the UK
- Arriva on its bids for the Elizabeth Line 2 and the London Overground 3 concessions
- UK transport owning groups and train operators in respect of entry into National Rail Contracts, Franchise Agreements, complex COVID-19 Emergency Measures Agreements and Emergency Recovery Measures Agreements and day to day operational matters
- Train operators in the UK and other jurisdictions on the procurement of new rolling stock, maintenance agreements, modification agreements and leasing arrangements
- High Speed Two (HS2) Limited in relation to rolling stock related contracts
- UK train operators on various agreements with Network Rail including funding agreements, compensation agreements and alliance arrangements
- Agility Trains in relation to depot matters for the IEP fleets on the East Coast Mainline and Great Western Mainline
- Amey, during a secondment, supporting with the bid for and mobilisation of the Wales and Borders franchise
