Expertise
David is a recently appointed Partner (July 2023) in the firm's Infrastructure, Projects and Energy practice emphasising AG's ongoing commitment to HMG. David (our proposed Resilience lead partner) has worked closely with the MoD on a series of recent large-scale procurements relating to naval vessels and related services including the Future Maritime Support Programme (FMSP).
David also has a wealth of experience in the infrastructure and renewable energy sectors having advised both developers and funders on large-scale infrastructure/energy projects with many projects involving advising on the other side from government authorities/ multi-lateral organisations.
Of relevance to this appointment, David has played a key role on the MOD FMSP, Maritime Sensor Enhancement (M-SET) and Marine Systems Transformation (MaST) programmes over the last 5 years; as one of the lead Partners on FMSP where he worked with multiple stakeholders including legal, technical and commercial teams to develop and design the suite of FMSP Contracts, as joint-lead partner on MSET and most recently as the lead partner on the MaST programme where he has been instrumental in design of the procurement competition and the drafting and publication to market of multi-supplier framework agreements.
David is listed as a Notable Practitioner in Chambers.
As highlighted above, recent maritime / procurement experience includes:
- MOD (FMSP): Advising on the £5.2 billion FMSP (in-service support for the UK's fleets of nuclear submarines and surface warships, and FM of the UK's (nuclear) naval dockyards and associated naval bases).
- MOD (MaST): Advising on the c£1.2bn Marine Systems Support Transformation Programme to procure multi-supplier frameworks for spares, maintenance and services.
- MOD (MSET): Advising on the £1.7bn single source procurement of an engineering and maintenance contract for surveillance equipment across the submarine and surface fleets.
