Expertise

Rebecca is a financial services regulatory lawyer with breadth of expertise across the regulatory perimeter, specialising in payment services and e-money and with a keen interest in FinTech and Crypto Assets. She advises both established financial institutions and fintech startups, with queries from initial authorisation to wind down and delivering tailored solutions that balance innovation with regulatory compliance. Rebecca also advises on regulatory compliance with financial crime obligations, including anti-money laundering, counter terrorist financing, fraud and sanctions. 

  • Providing guidance on the regulatory perimeter for new payment fi rms and new product lines to assess the permissions and authorisations required, and working with clients on bringing such projects to the market efficiently. 
  • Leading the preparation and submission of a FinTech firm’s successful e-money application. Including: preparing policies and procedures; reviewing and commenting on business plan, flow of funds, and corporate structuring; drafting consumer terms and EMD individual applications; and preparing clients for interviews with FCA case officers. 
  • Drafting policies and procedures for regulated firms, including safeguarding, governance, financial crime and business continuity policies, among others. 
  • Assisting clients with complex safeguarding queries, including those with international elements, multiple payment service providers and mixed use funds. 
  • Advising on updates to anti-money laundering legislation and applicability to clients in the cryptoasset space.
