Rory Connor is a Partner in Addleshaw Goddard's London office and a member of the firm's Infrastructure, Projects & Energy Practice. His practice focuses on international project development and finance in the energy sector. He advises clients, including project sponsors, state-owned entities, and public utilities on a range of matters relating to project structuring, construction and project/project-financing documents, as well as project acquisitions and disposals. His sector expertise includes oil & gas, conventional power, hydropower, nuclear and renewables.

  • Bahrain – Advising BW Maritime, and its partner Itochu, on its bid for an LNG floating storage unit project. 
  • Bangladesh - Advising Scatec Solar AS on a bankability analysis of a Power Purchase Agreement and Implementation Agreement for a greenfield solar photovoltaic project.
  • Canada – Advising LNG Canada (jointly owners by Royal Dutch Shell, PetroChina, KOGAS and Mitsubishi Corporation) on the USD 10 billion EPC contract for a 6.8 million tpy LNG liquefaction and export facility located at a site in Kitimat, British Columbia, Canada. 
  • Ghana – Advising Ghana National Petroleum Corporation on bankability issues relating to the EPC arrangements for the 3.40 million tpy Tema floating LNG regasification project. 
  • Georgia - International counsel advising on all aspects of (i) the development, construction and IFC/ADB/EBRD-led debt financing of Phase 1 of the 400 MW Adjaristsqali Cascade hydropower project, sponsored by Tata Power and Clean Energy Invest, which will export most of its production for sale in the wholesale spot market in Turkey, (ii) the development, construction and IFC / EBRD-led senior-secured, debt financing of the 433 MW Namakhvani hydropower project, sponsored by Clean Energy Group and Enka, and (iii) acquisition by Tokyo Electric Power Company of an ownership interest in the 108 MW Dariali hydropower project and 176 MW Oni hydropower project.
  • Indonesia – Advising Sarawak Energy Berhad on a 230 MW cross-border power exchange agreement with Indonesian state-owned utility PT PLN (Persero). 
  • Malaysia - Advising Sarawak Energy Berhad on all aspects of: (i) the development, financing and construction of the 944 MW Murum, 1295 MW Baleh, 1200 MW Baram 1 and 93 MW Batang Ai hydropower projects, (ii) the preparation, negotiation and finalization of a Power Purchase Agreement for the entire production of the 2400 MW Bakun hydropower project, (iii) the acquisition of the 2400 MW Bakun hydropower project, (iv) the negotiation and implementation of power exchange agreements with Indonesia, Brunei and the Malaysian State of Sabah, and (v) the joint development of a mining concession in the Balingian region of Sarawak. 
  • Mozambique – Advising Anadarko Petroleum Corporation on the construction and development of the 2 x 6.4 mtpy Mozambique LNG project. 
  • Nigeria – Advising (i) Nigerian National Petroleum Company (NNPC) on the joint development and US$3.5 billion financing of upstream licence area, OML 13; (i) NNPC on the joint development and US$1 billion financing of upstream licence area, OML 65; (iii) Nigerian Gas Company on the development of a gas processing facility; and (iv) Scatec Solar AS on a bankability analysis of a Power Purchase Agreement and Implementation Agreement for a greenfield solar photovoltaic project.
  • Panama – Advising Fountain Intertrade Corp. (jointly owned by Agua Imara of Norway, Norfund of Norway, and CrediCorp of Panama) in relation to the USD 155,000,000 debt financing of the 58 MW Bajo Frio Hydropower Project. 
  • Papua New Guinea - Advising PNG Power on the development, procurement and financing of the 80 MW Naoro Brown Hydropower Project in the Central Province.
  • Peru – Advising Empresa de Generación Eléctrica Cheves S.A.(jointly owned by SN Power of Norway and Statkraft of Norway) in relation to the USD 250,000,000 debt financing of the 168 MW Cheves Hydropower Project.
  • Philippines Advising on: (i) the partial refinancing of a USD 375 million credit facility between SN Aboitiz Power-Benguet Inc. (a joint venture between AboitizPower of the Philippines and SN Power AS of Norway) and a syndicate of domestic (Philippines) and international lenders with respect to the 105 MW Ambuklao hydropower project and the 140 MW Binga hydropower project; (ii) the construction and financing of the expansion of the 2 x 300 MW Masinloc Power Plant, located at Zambales, sponsored by The AES Corporation; and (iii) the construction of the 60 MW Helios solar photovoltaic project in San Carlos City, Negros Occidental, sponsored by SunEdison and AboitizPower. 
  • South Sudan – Advising Fula Rapids Hydropower Company (owned by Norfund of Norway and South Sudan Electricity Corporation of South Sudan) in respect of the development and construction of the 42 MW Fula Rapids Hydropower Project.
  • Saudi Arabia – Advising a global power project developer during a competitive tendering process for a 300 MW solar PV project, including advising on the preparation of term sheets for financing documents, EPC contract and O&M contract. 
  • Saudi Arabia – Advising ACWA Holding and Air Products on the largest industrial gases deal in the world.  The project, procured on a build own operate basis, concerned the construction  of a US$2 billion air separation unit for the supply of industrial gases to Saudi Aramco at Jazan, Saudi Arabia. This deal was awarded Petrochemicals Deal of the Year 2015 for the Middle East and North Africa by IJGlobal, Project Finance Deal of the Year 2015 by Islamic Finance News and Industrial Deal of the Year 2015 for the Middle East and Africa by Project Finance International.
  • Saudi Arabia – Advising a joint venture comprised of Masdar and EDF Renewables on the development and financing of the 400 MW Dumat onshore wind project.  
  • Thailand – Advising Japan Bank for International Cooperation and Asian Development Bank on the project finance facilities for the 2,500MW Gulf SRC Gas-Fired Combined Cycle Power Plant Project in Thailand.
  • Turkey - Advising Rusatom Overseas, as lead sponsors, on the development and financing of the 4 x 1,200 MW Akkuyu nuclear power project, located in Turkey including advising on matters relating to joint venture creation, the Intergovernmental Agreement relating to the project and on the Power Purchase Agreement. 
  • United Kingdom - Advising (i) AREVA SA on all matters relating to a proposed EUR 500 million vendor-equity financing of   the 2 x 1600 Hinkley Point C nuclear power project, including the Contract for Difference regime, waste management strategy and HM Treasury Guarantee Scheme; and (ii) Chevron North Sea on the EPCT arrangements for the construction of a USD 600 million turret mooring system and related infrastructure for the Rosebank FPSO project, located in the North Sea.
