Ross is a Managing Associate in our Infrastructure and Projects team. Ross has advised on a range of substantive matters in relation to transport and infrastructure. Ross' key experience includes advising:

  • The Department for Transport (DfT) on the procurement of a Franchisee for its West Coast franchise. Ross was involved throughout the procurement process, from design of contract to negotiating with bidder, organising completion and mobilisation of the franchise;
  • The DfT on all elements of its in-life contract management legal work – Ross is a key part of the AG team which developed an offering for the DfT whereby AG provide legal advice for the DfT on the administration of all of its contracts with train operators. Ross has therefore had to get to grips with a large number of Franchise and concession agreements in order to be able to advise the DfT and keenly understands how to advise based on various risk profiles;
  • West Midlands Combined Authority on its ambitious Rail Programme (currently 7 new and refurbished stations, some of which are required for the Commonwealth Games in 2022);

Embedded in the client's multidisciplinary team, Ross is a key part of our team advising on funding arrangements and all other legal requirements (with NR and local stakeholders) for delivery and implementation;

Ross is day-to-day lead on the University Station project – a complex scheme to redevelop University Station (Birmingham) costing approximately £65m and developed in collaboration with Network Rail, the University of Birmingham, the Canal & River Trust, West Midlands Trains and University Hospitals Birmingham;

  • Network Rail on the award of a contract to Siemens to design, test and obtain approval for installing Trainguard 200 onboard ETCS equipment on freight traction;
  • Kajima Partnerships Limited in negotiating a series of software development agreements with NHS Property Services.
